According to the Ministry of Natural Resources and Environment, the reduction of rice land area is mainly due to land acquisition and conversion of use purposes to non-agricultural land for urban development and new residential areas.

Currently, the Ministry of Natural Resources and Environment is collecting comments on the draft report on the national land use plan for the period of 2021 - 2030, with a vision to 2050.

According to this draft, the Ministry of Natural Resources and Environment makes forecasts on the trend of changes in agricultural land, non-agricultural land and unused land across the country by 2030.

Accordingly, the reduction of rice land area is mainly due to land acquisition, change of use purpose to non-agricultural land (public works, urban development and rural residential areas or production and business land). ). In addition, in many localities, due to the implementation of the new rural construction program, many areas of inefficient rice cultivation have been converted to other types of agricultural land of higher economic value.

Based on the assessment of land potential, the draft has forecasted the trend of rice cultivation in the next 10 years, which is likely to reduce about 350-400 thousand hectares, to change the use purpose to non-agricultural land. estimated at about 200-250 thousand ha, it is possible to flexibly use the rice land fund, switch to other annual crops, land for perennial crops, etc. about 150-200 thousand ha.

For forestry land, in the period of 2021-2030, the goal is to achieve the forest coverage ratio maintained at 42% in 2025 and stable at 43% in 2030. In which, the area planted with product forests about 340 thousand ha/year (mainly replanting); sustainable forest management for existing protection and special-use forests; preserve and protect natural forests as protection forests in watershed and mountainous areas of 3 million ha, coastal protection forests of 0.3 million ha; planting protection and special-use forests on average 4-6 thousand ha/year; restoration of protection and special-use forests on average 15 thousand ha/year, etc. The source of increase for forestry land is mainly exploited from unused hilly land (currently 917.85 thousand ha) and alluvial areas. The area of ​​non-agricultural land group across the country has had a relatively rapid, continuous and linear growth over the past decade, which is consistent with the fact that Vietnam's socio-economic development is increasingly developing. The reason is the process of industrialization and modernization of the country, the need to spend a part of the land fund for the construction of technical infrastructure, industrial parks and urban areas... is increasing strongly.

Regarding the trend of fluctuations in some types of non-agricultural land, the draft of the Ministry of Natural Resources and Environment said that, with the goal of raising the share of industry in GDP by 2030 to over 40%, it is forecast that the whole country needs to arrange about 200- 220 thousand ha of industrial park land (including industrial park land in economic zones), concentrated mainly in key economic zones, an increase of 115 thousand ha compared to 2020 (including the area of 95 industrial parks are located in coastal economic zones and border economic zones).

As for land for infrastructure development, it is forecasted that by 2030, the country's infrastructure development land will increase by 400-600 thousand hectares, focusing a lot on the fields of technical and social infrastructure development.

As for residential land, in recent years, the urbanization process has taken place at a rapid pace and the movement of building new rural areas has been promoted. To meet the housing demand, the area of ​​residential land in the whole country has been continuously expanded, including in urban and rural areas, especially the area of ​​residential land in urban areas has increased rapidly.

It is forecasted that by 2030, Vietnam's population will have about 104.3 million people, the urban population rate will be from 53-55% with 55.5 million people. Therefore, the total residential land area will increase by about 150-180 thousand ha.
