On December 20, 2019, at the Ministry of Transport and Public Works, Laos, the Mekong Subregion Regional Corridor Urban Development Project Phase 4 (GMS4) held the 1st Central Executive Board Meeting. .

The Mekong Subregion Regional Corridor Urban Development Project Phase 4 (GMS4) – A loan project from the Asian Development Bank (ADB) has been implemented since 2019 to support the Lao PDR government to improve its infrastructure. improve urban environmental services and strengthen regional economic connectivity in two towns located along the North-South Economic Corridor in the Greater Mekong Subregion (Paksan and Thakhek). The project implementation results will contribute to accelerating the development of urban nodes along the North-South Economic Corridor in the Mekong Sub-region in Lao PDR and promoting the National Socio-economic Development Plan 05. The 8th year, 2016-2020 of Lao PDR aims to balance regional and local development.

Asian Development and Management Institute (AMDI) - the leading unit of the AMDI-CONINCO-BMEC Consortium is the consultant to implement the Project (PIC Consulting) under the Consulting Service Contract No. CS-01 with 60 consulting month, signed on March 11, 2019.

Attending the meeting, from Lao PDR side, there were Ms. Vilaykham Phosalath - Deputy Minister of Transport and Public Works, Mr. Bounseng Pathammavong - Deputy Governor of Bolikhamxay Province, Mr. Bounmy Phimmason - Deputy Governor of Khammouane Province, Mr. Khamthavy Thaiphachanh - Director of the Department Department of Urban and Housing, Ms. Malychanh Sananikhom - Director of the GMS4 Project Management Board, and all staff of the Central Project Management Unit (PCU), the Paksan and Thakhek Project Executive Committees (PIU), representatives representatives of relevant units, including: Ministry of Natural Resources and Environment, Ministry of Planning and Investment, Ministry of Finance. At the meeting, Ms. Malychanh Sananikhom, Director of PCU gave a general introduction about the GMS4 Project. Mr. Ngo Cong Chinh - Project Chief Consultant presented an update on the progress of GMS4 project implementation in the past 10 months.

Ms. Vilaykham Phosalath, Deputy Minister of Transport and Public Works, on behalf of the Project Management Board, highly appreciated the results achieved by PIC Consultants in recent years. Specifically, after only 10 months of implementation, PIC Consultants has completed nearly 1/5 of the workload of 5 years, specifically as follows: (i) Technical surveys on geology have been completed. , topography, hydrology for 08 sub-projects in Paksan and Thakhek; (ii) Complete detailed design for the subproject on construction of urban solid waste treatment area and preliminary design for rainwater drainage canal subproject; (iii) Update the initial environmental inspection report (IEE) and Environmental Management Plan (EMP) for the urban solid waste treatment subproject construction; (iv) Completed 04 training courses as planned in 2019; (v) Prepare urban development plan, gender action plan, communication and capacity building…

Also at the meeting, the detailed design for the urban solid waste treatment sub-project and the preliminary design for the rainwater drainage canal sub-project were presented and received positive feedback. and comments from delegates attending the Meeting. The comments from the delegates were absorbed by PIC Consultants to complete the designs, serve the bidding for construction and installation packages in the coming time, and ensure the project implementation plan. .

Concluding the meeting, Ms. Malychanh Sananikhom, Director of PCU requested PIC Consultants to speed up the design progress of the remaining sub-projects and complete the bidding documents for the construction and installation bidding packages as approved in the Report. Report for the third quarter of 2019, ensuring the project is implemented on schedule and with high efficiency. It is expected that the first construction and installation bidding package for the urban solid waste treatment subproject will be published in the bidding newspaper in January 2020.
