AMDI-NCERWASS-BMEC consortium signed a consulting contract to support project management worth more than 3 million USD funded by the World Bank in Laos

On July 23, 2021, the Asian Management and Development Institute Consulting Consortium (AMDI, the leading member of the consortium), the National Center for Water and Rural Environmental Sanitation (NCERWASS, member) and BMEC Engineering & Consulting Co., Ltd (BMEC, member) has signed a contract to provide consulting services to support the management and implementation of the Clean Water and Sanitation Project (Scaling-Up Water Supply, Sanitation) and Hygiene Project - SWSSHP) worth 3.28 million USD with the Department of Clean Water, Ministry of Transport and Construction, Laos.

Contract negotiation meeting

The Clean Water and Sanitation Project is a project using ODA loans of the World Bank, and is managed by the Ministry of Transport and Construction, Laos. The project implementation period is from August 2019 to March 2024; total project cost is 25.4 million USD. The units participating in the project implementation include: Department of Water Resources (DWS), Ministry of Transport and Works and Ministry of Health. In addition, a number of units participating in the coordination include the Ministry of Education and Sports, the Ministry of Natural Resources and Environment, and the Ministry of Finance. The scope of project implementation includes 12 districts in 4 provinces. The project is 12 districts in four provinces: Xiengkhuang, Huaphanh, Oudomxay and Phongsaly.

The consulting contract to support project management by the consulting consortium AMDI-NCERWASS-BMEC under the package C1/CS/07 with 32 man-months, was implemented from August 2021 to March 2024 with the aim of providing provided strategic technical assistance to the Ministry of Transport and Construction, Government of the Lao People's Democratic Republic (GoL) in the implementation of the Clean Water and Sanitation Project.


Clean water to each household

The advisory mandate includes capacity building for staff from the ministries, provinces and districts involved in the project, and strengthening the system at all levels to ensure results are sustained beyond the end of the project. through the implementation of hardware activities (support for the design, construction of 12 water supply facilities and maintenance/operation of the system) and software activities (training, capacity building, behavior change) in hygiene practices for people, schools, health centers, etc.). Accordingly, the consultant will support the project to ensure clean water supply for about 400 villages and a total population of about 192,000 people, of which about 70% are ethnic minorities and 50% are women.

The signed consulting contract has shown AMDI's continuous efforts in the context of decreasing ODA projects with a high level of competition. At the same time, this is the second contract that AMDI Institute continues to be selected by the Lao Ministry of Transport and Construction as the project implementation consultant, also affirming the Institute's position in the Lao market, contributing to the realization of the goal.
