     1. Time: April 2019 – April 2023

     2. Location: Paksan and Thakhek, Lao PDR

     3. Objectives:

The “Phase 4” Greater Mekong Subregion Corridor Urban Development Project will support the Lao government to improve urban environmental services and strengthen regional economic connectivity in the towns of Paksan and Thakhek, two towns. The town is located along the North-South Economic Corridor in the Greater Mekong Subregion. The main outputs of the Project include: (i) Improvement of urban environmental infrastructure, and (ii) Institutional capacity building.

The main task of the Project Implementation Consultant is to support the effective and timely implementation of the Project, ensure the sustainability of the Project's impacts, and plan the infrastructure development in the future. in the towns of the Project.

     4. Main activities:

(i) project management support; (ii) prepare detailed technical design and bidding documents; (iii) construction supervision and contract management; (iv) ensure compliance with ADB's Safeguards and Risk Reduction Policy Statement; (v) ensure compliance with ADB's Gender Development Policy and Principles; (vi) formulation of a master urban development plan; (vii) strengthening institutions for service delivery; (viii) coordinate and organize training courses; and (ix) carry out communication, education and information dissemination activities.
